We tremendously appreciate the previous legislative investments in the Civic Center project, allocations that have been matched by more than $2.5 million in City funds. These projects would allow the City to complete a major revitalization that has turned the Lake Stevens downtown center from a very sleepy area into a thriving, vibrant community core with a “Mill Spur” community center, a bustling Farmers Market, a graded and rebuilt park that allows residents and visitors to rediscover their lakefront, and multimodal connections that bring pedestrians, bicyclists, and tourists to the area. The Phase 3 work on the Civic Center project features site preparation and construction work that will allow Lake Stevens to develop a “festival street” that will act as a community and pedestrian gathering area, and to finish improvements at the North Cove Park adjacent to the area and fronting the Lake. April Berg and John Lovick (D-44th Dist.) that will complete Phase 3 of Lake Stevens’ “Civic Center” project and help the City complete what will be an incredible transformation of the community’s downtown and lakefront area. We are coming together on behalf of Farmers Markets, Chambers, civic clubs, festivals, and area rowing clubs, to let you know of our strong support for the $2.1 million request by Reps. Founder of Plataforma, a social enterprise that's closing the digital skills gap with high potential youth from favelas. Today, Gary Carrier is on a mission to democratize opportunity through technology. He taught English to make ends meet, worked for Habitat for Humanity to continue to give back which ultimately let Gary to attend UC Berkeley to study Social Impact Investing based on his experiences in Latin America. This ended up being a three year journey for Gary. After graduating from the University of Washington, Gary bought a one way ticket to Guadalajara, Mexico. During his junior year of college he studied abroad and visited 15 countries in one year. After graduation, Gary attended the University of Washington where he majored in Political Science. Gary Carrier is from Marysville, Washington where he grew up on the Tulalip Indian Reservation. A couple of issues surfaced including the lack of parking space and the cost to build on that site. The Food Bank could only serve once a week. After a long time, Doug set down with Mayor John Spencer and Patrick McCourt about four years ago. A theme was developed around collaboration with the community. Family Services had just pulled out of Lake Stevens. The Lake Stevens Food Bank serves the same community. What if we could build a building that would be in collaboration with organizations providing similar services to the Family Services Center? They started looking at parcels of land in Lake Stevens three to four years ago. The land that they looked at was overvalued. Some of those properties are still available for sale. The Food Bank eventually acquired land through generous land donation east of Trestle Station on 20th Street SE.

Many of us in the audience have been involved in the Building Committee and the Food Bank. Doug got involved in the Building Committee around 12-15 years ago. At the time, the Food Bank had just acquired property on the south side of the parking lot at Ebenezer Lutheran Church. Our Guest speaker on Friday, August 27th, was Doug Warren, President of the Lake Stevens Food Bank talking about the organization's Building Campaign.
